Ministry of Industry and Trade Issues Decision on Solar Power Generation Price Framework
The Ministry of Industry and Trade (MOIT) has just issued Decision No. 988/QD-BCT dated April 10, 2025, approving the electricity generation price framework applicable to solar power plants.
Accordingly, the 2025 electricity generation price framework for solar power plants, as stipulated in Point a, Clause 2, Article 1 of Circular No. 09/2025/TT-BCT dated February 1, 2025, by the Minister of Industry and Trade, regulates the dossier, procedures, method of determining and approving the electricity generation price framework; and regulates the dossier, procedures for developing and approving the imported electricity price framework.
The electricity generation price framework is stipulated as follows:
- For ground-mounted solar power plants without a battery energy storage system: The maximum price (VAT exclusive) for the Northern region is 1,382.7 VND/kWh; the Central region is 1,107.1 VND/kWh; and the Southern region is 1,012.0 VND/kWh.
- For floating solar power plants without a battery energy storage system: The maximum price (VAT exclusive) for the Northern region is 1,685.8 VND/kWh; the Central region is 1,336.1 VND/kWh; and the Southern region is 1,228.2 VND/kWh.
- For ground-mounted solar power plants with a battery energy storage system: The maximum price (VAT exclusive) for the Northern region is 1,571.98 VND/kWh; the Central region is 1,257.05 VND/kWh; and the Southern region is 1,149.86 VND/kWh.
- For floating solar power plants with a battery energy storage system: The maximum price (VAT exclusive) for the Northern region is 1,876.57 VND/kWh; the Central region is 1,487.18 VND/kWh; and the Southern region is 1,367.13 VND/kWh.

Additionally, the parameters of the electricity storage system (battery energy storage system) used to calculate the maximum price for solar power plants with a battery energy storage system are as follows:
- Capacity: Minimum 10% of the solar power plant’s capacity.
- Storage/Discharge Duration: 2 hours.
- Charging Energy Ratio: 5% of the solar power plant’s output.
This Decision takes effect from April 10, 2025.
