The Ministry of Industry and Trade (MOIT) issued Decision No. 963/QD-BCT dated April 22, 2026, regulating the peak, off-peak, and normal time periods of the national power system. The Decision took effect on the date of signing.
Specifically, the peak-hour period is defined as follows:
a) From Monday to Saturday: 5:30 PM to 10:30 PM (5 hours per day);
b) Sunday: No peak-hour period applies.
The normal-hour period is defined as follows:
a) From Monday to Saturday: 6:00 AM to 5:30 PM and 10:30 PM to 12:00 AM (13 hours per day);
b) Sunday: 6:00 AM to 12:00 AM (18 hours per day).
The off-peak period applies from 12:00 AM to 6:00 AM on all days of the week (6 hours per day).

The Decision clearly states that Vietnam Electricity (EVN) shall implement the application of peak, off-peak, and normal-hour schedules for the national power system in accordance with the regulations.
Before December 15 of each year, or whenever changes in the national power system load curve indicate a need to revise the time schedules, EVN shall report to the Ministry of Industry and Trade and propose adjustments to the peak, off-peak, and normal-hour framework.
The National Power System and Market Operation Company Limited (NSMO) shall coordinate with EVN in providing necessary information relating to capacity, electricity output, load profiles, and other relevant data to support the calculation and determination of peak, off-peak, and normal-hour periods for the national power system.

According to Clause 3, Article 5 of Circular No. 60/2025/TT-BCT dated December 2, 2025, issued by the Minister of Industry and Trade on the implementation of electricity retail pricing:
Entities Required to Apply Time-of-Use (TOU) Electricity Tariffs
The following electricity consumers are required to apply electricity tariffs based on the time of use during the day:
Electricity purchasers reselling electricity for non-residential purposes within mixed-use commercial, service, and residential complexes.
Electricity purchasers using power for production or business purposes and supplied through a dedicated transformer with a capacity of 25 kVA or greater, or having an average electricity consumption of at least 2,000 kWh per month over three consecutive months;
Electricity retail units operating within industrial parks and industrial clusters;
